Incorporated under the Pennsylvania Municipal Authorities Act in 1946, ALCOSAN is governed by a seven-member board of directors -- three appointed by the mayor of Pittsburgh, three appointed by the Allegheny County Executive, and one joint city-county appointee -- with each serving a five-year term.

Board Meetings 

ALCOSAN conducts Board of Director’s Meetings once a month, typically the last Thursday of the month.  Public participation and comment at ALCOSAN’s Board of Directors meetings is welcomed and encouraged.  Participants who wish to speak during board meetings must register in the lobby of the Administration Building prior to the start of the meeting.  All meetings begin at 4:30 p.m. and are held in the William C. Trefz Boardroom at ALCOSAN. For more information, please call 412-734-8363.

These meetings are where committee members review and approve individual procurements. Procurement is the process of finding and buying goods or services that a company or organization needs. In this case, it includes the procurement of design, construction management, and engineering reports. What makes these meetings special is that they follow strict guidelines set by the Municipal Authorities Act of 1945 and the Pennsylvania Procurement Code, which prioritize technical expertise over cost when awarding professional services contracts.

Although currently closed to the public, these meetings are held in a hybrid format, allowing for virtual participation from anywhere. This means you can witness firsthand how ALCOSAN is committed to delivering high-quality services and ensuring equitable access to procurement opportunities at all tiers of ALCOSAN projects.”

Committee Meetings

The Green Committee, Advisory and Professional Services Committees are important to the operation of ALCOSAN.  The Green Committee works closely with ALCOSAN’s Green Revitalization of our Waterways (GROW) program, while the Professional Services Committee determines which contracts will be presented to the full ALCOSAN board for approval.
