MWDBE/SDVOSB Policy

ALCOSAN has a Supplier Diversity Program that requires all consultants, contractors and suppliers to award 10 to 25% of contract dollars to certified minority, women or disadvantaged business enterprises. ALCOSAN also encourages diverse firms to consider submitting as a prime for our projects.

Each company submitting on an ALCOSAN Project must submit an MBE/WBE Participation Certificate, showing all diverse members of their team.

Under construction and commercial items, if the prime does not show participation, their bid may be considered non-responsive.

Professional Services procurements make MBE/WBE/SDVOSB participation part of the evaluation criteria. Primes must identify the team members and show commitment letters, certifications, and their roles on the team.

After contract award, all invoices must be accompanied by an MBE/WBE/SDVOSB Utilization Form in order to be paid. These forms are tracked monthly to ensure diverse vendors are treated as a viable team member and are given the work promised.

Minority/Women-Owned Businesses (M/WBE) must be third-party certified by an appropriate agency. ALCOSAN does not accept self-certification. If you are not sure if ALCOSAN accepts your certification, please contact the Procurement Officer.

ALCOSAN also has a Service-Disabled Veteran-Owned Small Business (SDVOSB) program that requires all professional services to award three percent (3%) of contract dollars to certified SDVOSB firms. These firms must be third-party certified by the U.S. Small Business Administration (SBA) as an SDVOSB.
