ALCOSAN’s Clean Water Assistance Fund, approved by the Board of Directors in 2016, is available to assist eligible homeowners pay their bill.
ALCOSAN has committed $1 million dollars in order to provide this vital customer assistance program for low-income individuals and families. It has contracted with Dollar Energy Fund Inc. to administer the program.
The grant from ALCOSAN’s Clean Water Assistance Fund is $45 every three months.
The credit will be applied to your account by the agency that bills you for sewage treatment – for example, these bills may come from Pittsburgh Water & Sewer Authority, Jordan Tax Service, Wilkinsburg-Penn Joint Water Authority, your municipality or some other agency.
The credits will automatically appear every three months, even if you are billed monthly, bimonthly or quarterly.
Applicants must meet the following family income guidelines set by the Federal Government.

Start by calling Dollar Energy Fund at 1-888-282-6816. They can take your application by phone or help you find a local social service agency for your application. You will need to provide a copy of your water/sewage bill, which includes ALCOSAN charges, as well as your Social Security number and proof of your monthly household income.
