ALCOSAN contracts with a value of $22,500 or more are advertised in the legal ads and on the Planned and Active Bids page. ALCOSAN also advertises on PublicPurchase.com You can register your business to receive notifications of advertisements and other relevant events.

NOTE: ALCOSAN is a municipal authority. Registration on other bid lists, such as Allegheny County, does not include registration for the ALCOSAN registration. All businesses must register with ALCOSAN to be notified of any ALCOSAN advertisements.

ALCOSAN awards commercial services and supplies based upon lowest responsible bidders. ALCOSAN complies with bidding thresholds published by the Commonwealth of Pennsylvania.

ALCOSAN awards construction contracts based upon lowest responsible bidder. Advertisements may be subject to a Project Labor Agreement (PLA) and Department of Labor and Industry prevailing wage.

In addition, certain advertisements may be subject to the Pennsylvania Separations Act which requires separate prime contractors for one public construction project in the areas of general construction, electrical, plumbing, and heating and air conditioning. This may also be referred to as a multiple prime delivery system.

ALCOSAN has an MBE/WBE/DBE policy that requires prime companies to award 10-25% of total contract value to certified minority/women-owned and disadvantaged business enterprises. ALCOSAN also has a requirement for companies to issue 3% of total contract value to VA/SBA-certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under professional service contracts. This requirement is included in the professional services procurement evaluation criteria.

ALCOSAN does not accept self-certifications. Your business must be certified by an appropriate third-party agency that conducts an extensive review of the business like the Pennsylvania Unified Certification Program (PAUCP). ALCOSAN also accepts EMSDC, WBENC, and other certifying agencies. Questions about certifications may be directed to procurement@alcosan.org

NOTE:  If there is an active procurement or outstanding bid request for which the company may be bidding as a prime or team member, the company will be asked to wait until that particular action has been finalized prior to scheduling a meeting.

Firms are not precluded from bidding on multiple teams; however the prime consulting firm may require an exclusive agreement with lower-tier firms.
