Late Payments

Sewage bills issued by ALCOSAN and not paid by the due date will be subject to penalties as follows:

After the due date, a late charge of 5 percent is applied to the original amount due.

Bills more than 60 days late are turned over to your municipality for collection.

Commercial/Industrial Accounts

Sewage charges are increased by a factor for those customers whose wastes have an unusually high concentration of suspended solids and/or biochemical oxygen demand and/or chlorine demand.

About ALCOSAN

The Allegheny County Sanitary Authority (ALCOSAN) was incorporated in 1946 under the Pennsylvania Municipalities Authorities Act to provide environmentally sound wastewater collection and treatment. ALCOSAN provides service to 83 communities including the City of Pittsburgh. Your municipality owns and maintains the sewer lines in your community.

A City-County Authority, ALCOSAN is a nonprofit, tax-exempt governmental body financed by user charges. It is governed by a seven-member Board of Directors, three appointed by the Mayor of Pittsburgh, three appointed by the Allegheny County Commissioners and one joint City/County appointment.

ALCOSAN does not receive any tax dollars. Capital funds are raised through bond sales.

The Difference Between ALCOSAN and the Water Company

Your water company and ALCOSAN are two distinctly separate companies, each with its own functions and responsibilities. Your water company is responsible for the treatment, delivery and billing of drinking water. ALCOSAN is responsible for the treatment, disposal and billing of wastewater.

ALCOSAN and the Pittsburgh Water & Sewer Authority are two different agencies with separate functions.

Inquiries

If a correction is made to your water bill which involves a change in consumption, the water company forwards it to ALCOSAN and you will receive a corrected sewage bill.

If you believe ALCOSAN has made a billing error, please call or write immediately. This procedure also applies to name and/or address changes.

When writing, include your account number, amount and reason for dispute. When calling, please have this information on hand. A representative will assist you with any questions.
