The Authority is a body corporate and politic created
in March 1946, under the Act, pursuant to a resolution of the Board
of County Commissioners of Allegheny County, duly adopted February 26,
1946. Pursuant to a Certificate of Joinder issued by the Secretary of
the Commonwealth of Pennsylvania on March 16, 1955, the City of Pittsburgh
became a member of the Authority. The Authoritys Articles of Incorporation,
as amended, currently provide that the Board of the Authority (the Board)
shall consist of seven members serving staggered five year terms. Pursuant
to said Articles, three members of the Board are appointed by Allegheny
County, three are appointed by the City of Pittsburgh and one is jointly
appointed by Allegheny County and the City of Pittsburgh. The Authoritys
authorized powers include among others, the collection, transportation,
treatment and disposal of sewage in Allegheny County, and certain adjacent
areas and the collection, transportation, treatment and disposal of
such industrial wastes as shall be acceptable to the Authority within
said territory.
The Authoritys service area is made up of the
City of Pittsburgh and 82 neighboring municipalities in Allegheny County
and parts of communities in Washington and Westmoreland Counties. The
Authority serves an area of approximately 225 square miles with a population
of about 900,000.
The Board meets once each month in regular public meetings to discuss
policy and to act on resolutions. The Board authorizes the preparation
of specifications for the purchase of various materials and equipment.
It also approves the awarding of such contracts after bids are opened.
The Board makes policy decisions regarding the financial, administrative
and operational procedures which govern the Authority and sets rates
and establishes rules governing the wastes discharged to the Sewer System.
The Authority has its own administrative, engineering, operating and
maintenance staffs employing 308 full-time employees. Authority personnel
perform billing services based on information obtained from water company
records. The day-to-day operation of the Authority is the responsibility
of the Executive Director who carries out the policies established by
the Board.
