This Division provides ALCOSAN with engineering services
and technical support to successfully administer the Capital Improvement
Programs, and assist in the operation and maintenance of the plant and
interceptor system.
The responsibilities include engineering design and project management,
maintaining engineering and construction related records, overseeing
operating control systems development, technical review of federal,
state and local regulations, and management of the sewer service provided
to the 83 municipalities in Allegheny County.
- Capital Projects, which includes planning, design
and construction of capital improvements along with the preparation
of contract plans and specifications and construction management.
These duties typically involve the expertise of outside consulting
engineering firms.
- Control Systems and Electrical Engineering, which includes the
development and maintenance of the Operating Control
Systems, the sewage treatment plant instrumentation, and
the remote access shafts and pump stations. The duties also
include providing engineering planning, design and construction
management of electrical engineering related improvements.
Outside consulting engineering firms are typically
involved in this process.
- Wet Weather Programs, which include the management of
sewer planning within the service area, and the development
of engineering plans to comply with EPA Combined Sewer
Overflow (CSO), and Sanitary Sewer Overflow (SSO) policies and
regulations. This group is the primary agent for developing the
Regional Wet Weather Long Term Control Plan for ALCOSAN to
comply with its current NPDES permit requirements, and is also
the ALCOSAN component to the 3 River Wet Weather
Demonstration Program, which is responsible for developing
better municipal sewer management practices.
